Since the passage of the Georgia Hazardous Site Response Act (HSRA) in 1994, AEM has assisted numerous clients with preparation and implementation of Release Notifications, Compliance Status Reports, and Corrective Action Plans and has both successfully helped landowners avoid having their property listed on the state Hazardous Site inventory and in getting properties de-listed from the Hazardous Site Inventory. AEM’s combination of engineers, hydrogeologists and risk assessment expertise provides the right combination to guide a landowner or responsible party through the HSRA process. AEM has also assisted prospective purchasers of contaminated property in obtaining limitations of liability under the Georgia Brownfields Program. In addition, passage of the Georgia Voluntary Cleanup Program adds new strategies and techniques to the HSRA implementation “toolkit.”
Pesticide Manufacturing Facility - Forest Park. Georgia
AEM was retained by a chemical company to investigate a pesticide formulating facility that operated for more than 50 years on a 15-acre industrial property in Forest Park, Georgia. AEM's client sold its business but maintained the property, which was placed on Georgia's Hazardous Site Inventory (HSI). The subject site is located in a highly industrialized area where there are numerous existing and previous industries that used hazardous materials. AEM was retained in 1995 to develop the Compliance Status Report (CSR); selection was based upon overall qualifications. AEM has been responsible for the overall development of the CSR. Due to budgetary considerations and off-site access issues, AEM performed the assessment in phases. On- and off-site soil samples, on- and off-site groundwater samples, and off-site sediment samples have been collected and analyzed. Working primarily to coordinate the effort with our client's outside counsel in Atlanta, AEM prepared the CSR for submittal to EPD.
The site is complicated from several standpoints. The facility has extensive soil and groundwater contamination with pesticides and potential pesticide carriers, including various organics. Pesticide contamination has been detected on off-site properties. Also, several properties that were assessed hydraulically downgradient of the site have apparently been contaminated from other HSI sites resulting in co-mingled plumes, making the site assessment and evaluation of potential corrective actions complicated from physical and regulatory standpoints.
AEM performed all aspects of the CSR including the assessment of all media. Monitoring wells were installed in both shallow and deep aquifer zones. AEM was specifically responsible for sections of the CSR addressing the findings, source identification, receptor survey, development of Risk Reduction Standards, and the performance of an engineering feasibility study to determine the most feasible and affordable corrective action for the site. Additionally, AEM assisted outside counsel in the development of an innovative facility certification to multiple Risk Reduction Standards.
