Scope of Services:
Through the General Services Administration, AEM implemented a diesel UST system removal and replacement for the boiler system at the IRS Southeast Regional Processing Center. As part of the project, AEM also implemented a secondary containment system for emergency generator day tanks used by the IRS facility; the containment was complete with an electronic sensor to alarm if there was any release from the day tanks.
For the UST replacement, the GUST-29 Closure Activity form was submitted to Georgia EPD. AEM then contracted with a certified UST installer. A 20,000-gallon bare steel UST and associated piping were removed and soil sampling was performed, in accordance with Georgia USTMP closure requirements. During the process, approximately 60 tons of diesel-impacted soil was over-excavated in the vicinity of a piping release near the UST. Also during the UST removal, concrete encasement was encountered around the base of the tank; AEM therefore arranged for the mobilization of hydraulic equipment to allow the removal of the 20,000-gallon UST from the encased concrete.
The bare steel UST was transported to a certified disposal facility. All sampling results after the over-excavation allowed a clean closure for the previous UST system.
Immediately following the UST removal, AEM then installed the new UST system, which involved a 10,000-gallon fiberglass-reinforced plastic (FRP) coated steel tank, double-walled FRP piping, and all probes and ancillary equipment. The new UST system exceeded the USTMP requirements for UST installations. The UST system was installed and tested and was fully operational well before IRS’s deadline, to avoid having site activities interfere with IRS’s busy season for processing tax returns.
