                                            Landfill Closure

                                            AEM has assisted industrial, commercial and institutional clients with the design, implementation, and long-term monitoring of closure of both solid- and hazardous-waste landfills.  Services have ranged from the design of landfills caps, leachate collection systems, and groundwater monitoring well networks, to oversight of closure activities, to routine monitoring, inspection and reporting for closed landfills.  At landfills where putrescible waste were disposed, AEM has assisted with methane gas monitoring and/or collection.  AEM’s engineers can also assist landfill owners with determining whether additional capacity still exists at so-called “full” landfills and with developing waste-to-energy programs where possible.  These innovations have helped owners realize new revenues at sites once considered financial liabilities.


                                            Manufacturing Facility - Harrisonburg, Virginia
                                            Waste materials from a large Virginia manufacturing facility including asphalt, roofing materials, metal manufacturing debris, used pallets and soil contaminated with hydraulic oil had been disposed of on the property in the past. In 1996, the Virginia Department of Environmental Quality (VDEQ) required this area to be closed in accordance with VDEQ Solid Waste Regulations. In addition, VDEQ required a number of contaminated on-site areas that had been impacted by plant operations to be remediated.

                                            AEM was contracted to design and oversee closure of a former disposal area at a large industrial facility in Virginia by construction of a Construction and Demolition Debris (CDD) Landfill Cap, and to assess the various other impacted areas at the plant. AEM provided project management for compliance with all regulatory requirements associated with the CDD Landfill Closure, including negotiation of a Consent Order for the closure of the landfill. AEM was responsible for all required activities including the development of closure plans, groundwater assessment and monitoring plans, and installation of the groundwater monitoring system.

                                            To evaluate alternatives for the design of the CDD Landfill Cap AEM designed a sampling plan and sampled waste and soil in the landfill area to define the volume of waste, the types of waste present, and the required boundaries of the proposed CDD Landfill Cap. In addition to defining the extent of waste to be capped, AEM installed and sampled three groundwater monitoring wells to determine the extent, if any, of impacted groundwater, and to design a groundwater monitoring plan as required by VDEQ regulations and the Consent Order.

                                            AEM produced construction drawings and specifications in accordance with VDEQ regulations for the CDD Landfill Cap. The design documents were submitted to VDEQ for approval in a Closure Plan. Other components of the Closure Plan included a Sediment and Erosion Control Plan, Groundwater Monitoring Plan, and Post Closure Care Provisions.

                                            To address other areas of concern in the facility where soil contamination was identified, AEM conducted soil sampling, worked with the regulatory agency, and developed drawings and specifications for excavating soil contaminated by hydraulic oil and lubricants in various area of the plant. Plans for demolition of a septic tank and leach field that was no longer in use were also developed. The construction of the CDD Landfill Cap and the excavation of contaminated soil in various parts of the facility were completed on schedule, and within the budget established at the start of the project. AEM has performed all post-closure monitoring and reporting.
